ByrneLooby Appointed to €7.3M Flood Relief Scheme for Cavan Town

Written by Byrne Looby | 07 June 2022

ByrneLooby, An Ayesa Company continues to play a major part in Flood Relief Schemes in Ireland. This scheme is part of the government’s investment under Project Ireland 2040 of €1.3 billion in flood relief to protect communities across Ireland from the impacts of climate change through future-proofed, adaptable flood relief schemes.

ByrneLooby, An Ayesa Company was officially appointed to the Cavan Flood Relief Scheme on Thursday 28th May 2022. Sean Harrington, Technical Director and Siobhan Warfield-Beattie, Head of Marketing at ByrneLooby attended the formal signing in Cavan where they met with the Minister for State with responsibility for the Office of Public Works, Patrick O'Donovan, Heather Humphreys -TD, Minister for Social Protection and Rural and Community Development, and Niamh Smyth -TD, Chair of the Oireachtas Committee on Tourism, Culture, Arts and Gaeltacht, as well as Tom Lyons from Cavan County Council and other key councillors and Cavan County Council representatives for the project.

Welcoming the appointment, Minister O’Donovan said:

"The appointment of ByrneLooby by Cavan County Council, working closely with the Office of Public Works, means that this Government – in just four years – has increased to ninety, the number of flood relief schemes being delivered across the country. For the local community in Cavan, it means that 54 homes and 56 non-residential properties at risk of flooding in the town will be protected when this flood relief scheme is completed.  The scheme design will be developed by the consultants in consultation with the community, who will have the opportunity to engage with the proposals through extensive public consultation throughout the process."

Technical Director at ByrneLooby – Sean Harrington commented on our role:

"The project will draw on the combined skills of our flooding team including hydrology and hydraulics, geotechnics, environmental and ecological assessments as well as in-depth surveys of the landscape and visualisation, which all work together to shape a flood relief scheme that is sustainable and resilient. I am looking forward to the challenges and working with the communities in Cavan to gain their feedback and contributions. It is a privilege to be part of these schemes which safeguard communities into the future."

Key Facts Cavan Town Flood Relief Scheme:

Cavan County Council, working with the OPW, has agreed to be the Lead Authority in the delivery of Flood Relief Scheme at Cavan Town.

• The Cavan Town Scheme has a preliminary cost estimate of €7.3m.

• A project Steering Group has been established and includes OPW personnel (administrative and technical) and Local Authority representatives, similar to the arrangements in place for the projects already being implemented under the existing Flood Relief Capital Works Programme.

• Stage 1 of the scheme is anticipated to take two years and will include the necessary surveying and environmental assessments in order to identify options and develop the scheme design in preparation for submission of Planning. Subject to planning consent, the anticipated construction programme for the Cavan Town Flood Relief Scheme is two years.

• Consultation with statutory and non-statutory bodies as well as the public will take place at the appropriate stages to ensure that all parties have the opportunity to input into the development of this flood relief scheme.

• The proposed Flood Relief Scheme for Cavan Town will be subject to project-level assessment and planning (exhibition and confirmation) and may include a series of hard defences, including flood embankments and walls. These proposed hard defences with an average height of 1.4m and a total length of 2km would protect properties to the 1% (or 1 in 100) Annual Exceedance Probability flood standard.

BYRNELOOBY ROLE:
Since the publication of the national flood risk management plans in 2018, the OPW has earmarked over 160 projects to be completed across Ireland. Of these, 90 are actively being rolled out or have commenced and these represent an investment of over €1 billion in the lifetime of the National Development Plan (2017-2028). ByrneLooby have already delivered a number of projects and are actively working on a number of others. Our scope usually includes the initial feasibility right through to scheme construction and handover. The average scheme takes between 5-10 years to complete, owning to the technical & environmental challenges that come with constructing significant infrastructural works in typically protected (Habitats Directive) areas.

Some of the ByrneLooby Flood Relief Scheme projects include:

1. Arklow FRS, Wicklow (€26m - Major Scheme)
2. Bandon FRS, Cork (€20.5, Major Scheme)
3. Crookstown FRS, Cork (€1m - Major Scheme)
4. Springfield FRS, Clare (€1.1m - Major Scheme))
5. Dodder FRS Phase 3, Dublin (€4m - Major Scheme)
6. Graiguenamanagh FRS, Kilkenny (€9.5m - Major Scheme)
7. Ballyvaughan FRS, Clare (Minor Scheme)
