Engineering the future

Frameworks have helped Ayesa build relationships with public-sector partnerships, government bodies, local councils and private sector clients: delivering social value and benefits for local communities. We see a framework as a place to collaborate, learn and innovate with best practice.

For our clients, frameworks provide a faster route to market, they expedite the tender process and provide economies of scale. Frameworks can also be used over time to assess and optimise operations through quality, cost savings and providing a structured group for collaboration and partnership.

Within the framework, often the client wants to ensure that participants are not only providing the optimum solution, but also one that will help reduce their carbon footprint.  For this reason, the common thread that runs through every project at BL is sustainability, our commitment to technical excellence and to our clients to deliver on their journeys to net-zero.


LHC, one of the UK’s leading, not-for-profit public-sector procurement consortiums, has awarded ByrneLooby a place in its framework for multidisciplinary consultancy services for Lots 10 and 11 (covering civil and structural engineering) in the regions of London and Southeast (LSE) and North (CPC). Due to the high-quality selection criteria, places on each lot are limited, with only 9 to 14 consultants awarded a place. As a supplier on the framework, ByrneLooby will be providing their multidisciplinary expertise across various public sector projects including education, healthcare, schools and community centres, amongst others.

Fusion21 has appointed ByrneLooby to their select panel of industry-leading suppliers. Our specialists will provide multidisciplinary services in civil, structural, geotechnical, conservation, temporary works and project management expertise to this leading framework worth £120m over four years with an estimated 100 projects each year.

PROSPER is a North-East based not-for-profit procurement consultancy with a team of experienced experts who operate within the public sector, with specialisms in procurement, business improvement and new build.

PROSPER liaises with its members and supply chain partners to identify and establish OJEU compliant Frameworks and Dynamic Purchasing Systems (in accordance with Public Contracts Regulations) that allow efficient procurement.

The National Trust has selected ByrneLooby as a Preferred Consultant as part of their Associate Model. The National Trust awarded just four places to their associate model for engineering services, including ByrneLooby. The National Trust selects preferred consultants based on their ability to deliver first-class engineering and conservation services focusing on sustainability, efficiency, innovation and aligned values. The National Trust is Europe's largest conservation charity, looking after 350 pay-for-entry properties and 250,000 hectares of land. Its properties include over 500 historic houses, castles, archaeological and industrial monuments, gardens, parks and nature reserves.

ByrneLooby in collaboration with Turner and Townsend and OTT (On Track Technicians) have been selected to the multi-supplier framework to provide civil engineering professional design services to Translink, Northern Ireland’s public transport provider for a period of 4 years, with the option of four x 1-year extensions added to the duration. The Infrastructure and Property Division is responsible for the maintenance and capital works of a variety of structures and assets along the Northern Ireland Railways (NIR) railway network. The total value of contracts are worth an estimated £40m up to the estimated delivery date of 1st June 2024.

For seven years from 2020-2027, ByrneLooby sits on the multi-supplier framework for Irish Water, the national water utility providing engineering design services as they embark on their 5.5 billion Euros capital investment programme. ByrneLooby are delivering significant water projects for Irish Water, including the €85m Blanchardstown Regional Drainage Scheme, the €59m Saggart reservoir water supply scheme and the €100m Arklow Wastewater treatment plant.

ByrneLooby sits on the framework for FRMP (Flood Risk Management Plans) for the OPW, Office of Public Works in Ireland. As a government state body, the OPW's responsibilities include flood risk management, estate portfolio management and heritage services, with responsibility for over 780 heritage sites, including national monuments, historic parks, gardens and buildings. ByrneLooby has worked on several significant OPW flood risk management schemes since 2005 in crucial 'at risk' regions, including Arklow, Bandon, Crookstown, Springfield, Dodder, Graiguenamanagh, Ballyvaughan and Curaheen and Donegal, and Tipperary. 

Our sensitive and proactive stakeholder participation, engagement and collaboration across multiple parties (local county councils, district committees, businesses and individuals) enables us to deliver successful and inclusive schemes. Sustainability, efficiency and value for money combined with a genuinely collaborative framework underpin our approach to designing flood risk schemes to protect people, homes and the environment.

ByrneLooby were appointed to the Waterways Ireland Framework for the provision of Engineering and Architectural Consultancy Services. Our team are one of five  consultants, who provide services across all of the following five stages:

  • Stage I: Preliminary - Option Assessment, Feasibility Reports and Condition Surveys
  • Stage II: Design – Outline Design, Planning, including an Appropriate Assessment (AA) if deemed necessary and Environmental Impact Statement (if deemed necessary), Detailed Design;
  • Stage III: Tender Action, Evaluation and Award
  • Stage IV: Construction and Works Supervision
  • Stage V: Handover of Works
